Mr. Finnegan began his 20 plus year career in workers’ compensation in 1992 after passing the California Self-Insurance exam. What followed was a career as a Senior Claims Adjuster and Hearing Representative. After gaining experience in working with public agencies and private self-insured clients Mr. Finnegan left for a career with California Casualty during the tumultuous period referred to as “open rating.” It was during this time he became familiar with complex insurance transactions as California Casualty ceased writing policies to become a managing general agent. Continuing his work as a Senior Claims adjuster and handling appearances for CALCO, Mr. Finnegan decided a career change was in order and left claims to go to law school at the University of San Francisco.

While there Mr. Finnegan served on the Moot Court board as a case counselor and was selected to serve on law review. A recipient of a Dean’s retention scholarship, Mr. Finnegan graduated from USF Magna Cum Laude. He began his career at D’Andre, Peterson, Bobus and Rosenberg and has remained there ever since. Focusing on complex claims, Mr. Finnegan has extensive experience dealing with multiple causation claims, the California Insurance Guarantee Association and interplay with employment law cases. He also has significant public agency experience including presumption cases, cancer causation and interfacing with retirement claims.

An experienced lecturer and long- time member of the San Francisco Insurance Claims Association Mr. Finnegan has given numerous presentations ranging from Workers’ Compensation 101 to detailed analyses of both SB 863 and 899. As a former claims adjuster Mr. Finnegan understands the inside workings of a claims office like few can and endeavors to get every claim file to closure balancing speed with cost. He has handled every aspect of claim litigation up to filing Writs of Review. His philosophy is settlement on reasonable terms.
